That being said, from my experience it would take 3 Hypnos Multi-specs to reliably jam a Golem permenantly given I'm sitting at a jam strength of about 6.5 with them. If you kicked it up to the 26 or whatever it could possibly be it would take five to keep it reliably jammed - basically using up an entire ECM ship's payload to keep it locked down. If I happened to have racials on, I'd probably be able to settle with 3 on the Golem.
At any rate, 5 ECM drones wouldn't absolutely kill the golem's ability to target - those things ARE pretty weak. 1.5 base jam strength works out to just over 10% chance to jam per drone or ~41% overall chance to jam (statistically speaking anyway) even without the upgrade.
Lemme re-phrase.. I wouldn't PVP with that fit =)
As to your points on the ECM jamming strength, this is where EFT and Eve-Online are different. On sisi; I had one perma jammed for about 15 minutes while I killed his megathron buddy and worked him down to his hull (server was shutting down, and I only have level 1 in torpedos and level 3 in caldari battleship, lol). He couldn't target me at any point in the fight.
Was I lucky? Yes, no doubt. ECM is based on luck. But, I'm not in the business of trusting a 10-20 billion isk setup, on a 1 bill isk ship, to needing "luck" when it comes down to solid, "fair" pvp.

Another fight, I dueled a Golem with my Pilgrim setup (running T2 rigs and High grade slaves.).. On sisi, I can tank 2 cerberuses, a deimos, an ishtar, an interceptor, and a sabre (i've done it). This golem 1 shot me into hull.
